Hooray! Someone has made a DDS plugin (http://paintdotnet.12.forumer.com/viewtopic.php?t=1637&sid=f1f9973b3fd5a0889f13ed273bcd9080) for Paint.NET!
In case anyone doesn't know, Paint.NET (http://www.getpaint.net/) is a free graphics program, not quite as good as Photoshop or Paint Shop Pro, but hey -- it's free. Plus it's open source with plugin support, and the authors continually work on it.
So, now there's another solution for people wanting to mess with DDS files (not to mention TGA).
Funny, this has actually been on my mind to try and do but I hadn't checked their forums for a couple months... and what do I find but someone has beaten me to it. Woo, more time for me to work on other things now :D

Paint.NET is pretty good, but imo Gimpshop is better. ;)
Anyway, maybe a matter of taste. It's great that there even is powerful free software like this. (wtill wants to make a donation for Wings3d...)
;)
I prefer 3rd party tools for DDS conversion over plugins though.
