I'm trying to create a test cutscene but I can't figure out the SEXPs for the life of me. Can someone help me out?

Everything I know is that they can be used to simulate a MVE.

Actually I've done very little with them. I vaguely understand the basics but I'm certainly not in a position to explain how to use them since I've done nothing more than a few basic pan and scan manouvers with them.
I had planned to have a play with them at some point soon but it keeps getting pushed back by stuff I have to do.

I thought I saw something in one of the editors where it has a SEXP saying play-cutscene or something or another when I was working messing with a FSPort mission, but when I went back to find it, I didn't see anything.

It's nothing very difficult. Just use waypoints as places to make them face and move the camera to. The only thing to watch out for is like send-message-list, the times are all in milliseconds.

About the ms,every SEXP description informs about their presence.
I used them with good results in The Southern Cross,with a Lucifer bombarding a planet(how I done it is interesting too).

The person to ask in this case would be Blaise, actually. He's done some excellent cutscenes for STL and Origins.
I've played around with cutscenes myself recently. What's particularly giving you problems, Cobra?

Well I don't know about him, but what I'd like to know is what kind of system do you guys use to sort of, shoot footage in-game (without have the HUD display) and how do you set it so that it plays at certain missions during the campaign?

The in-game cutscenes are a way of having a mission run itself for a few moments so that you can make a certain plot point. You script the cutscenes in exactly the same way. If you want to record them with FRAPs or GameCam and then play them as a normal cutscene that's possible but that's not the main way to use them.
Instead they should be part of your mission and triggered at the point where you want certain events to happen.

Heres one with cutscene bars a simple pan, subtitles and a fade out.
(Also a v basic drop ship style launch in the 2nd mission)
