I bet when all the dictators get together to plot nefarious deeds, Castro gets to sit at the head of the table and smoke a big ol' Cuban cigar and look pimpin' as he;;. If he croaks, I guess it's anyone's bet who the rank oofElder falls to. Probably Kim Jong Il or one of the Central Asian guys, they've all been in power since the early 90s, now that all the old guard is gone.
