Does anyone know where I might be able to find a document or other info on the new Fred features introduced by the SCP?

Your best two options are the FRED Portal of the wiki (http://www.hard-light.net/wiki/index.php/Portal:FRED) and the FRED2_Open section of my FAQ (http://homepage.ntlworld.com/karajorma/FAQ/fredopen.html).

The former site has more of the new features but mine has a more in depth explaination of how to use some of them.

Sadly even between the two it doesn't cover all the new stuff. Documentation has always been a problem with the SCP.

nobody wants to write reference manuals.

Not quite (http://www.hard-light.net/wiki/index.php/Improved_Team_Loadout) true. The fact though is that time spent doing stuff like that is time I have to spend away from actually coding. When there are only a few active coders on the project that's time we don't have.
