I know of two.
Paint.NET http://www.getpaint.net/index.html Runs only on Windows 2000, Windows XP, Windows 2003 and has been tested on Windows Vista. Requires Microsoft's .NET 2.0
The GIMP http://en.wikipedia.org/wiki/GIMP If you use the Windows port, get the Windows Gimp Deweirdifyer (http://registry.gimp.org/plugin?id=3892) plugin. (Looks like the user interface has come a loooooong way since I last tried this one.)
Any others? Please list only software that's 100% free. No demos, shareware, trialware or even 'feature-limited non-expiring' ones that have a 'pro' version that's not free. If it ain't the whole thing I don't wanna hear about it. ;)
