Besides, who's stupid enough to live UNDER SEALEVEL??? It's a waste of resources IMHO to rebuild New Orleans. It's just going to get hit by another hurricane a few years down the road and have to be reconstructed again. The levys also needed to be worked on, they were ancient and breaking down. New Orleans all but asked for Katrina to hit and devastate the area. Sorry, but Katrina was the cause of many years of ignorance.

Or perhaps the original settlers might have demonstrated a little more forethought and not built a major city on a ductile foundation.
