As you can see in the screen shot, I'm issued no recommendations, but they still say I didn't follow orders. Nothing was lost, and the Maelstrom just happened to be destroyed while I was shooting at its forward beam cannon. I don't know if it's a bug with FS2 or not.

The briefing is configured to give that should the cruiser be destroyed before the beam turret is. That's just the way the mission is written.

It should still prompt for a recommendation to be sure to follow orders even though the results are positive, or at least point out that while taking ones own initiative might be great for a leader, one should do so responsibly with an eye for effective management. Or something.
I'm currently fine-tooth combing the mission files and correcting little spelling mistakes and what have you, I'll add that lack of recommendation to the list.

Do you get a medal (on any difficulty) if you pop the beam cannon first? That's the only reason I'd want to see a recommendation (and what I always assumed they were for) , that or completing objectives.
Destroying the beam cannon wasn't an objective was it?

Nope, it is not. Goals are:
Primary: "Protect the Parracombe, Jooyun, and Avila"
Secondary: "Destroy all enemy fighters"
Secondary: "Destroy all enemy bombers"
Bonus: "Destroy all sentry guns"
However, the 2 secondary goals are flagged as +Invalid, so they won't show up until the Fighters and Bombers show up, making their erradication an objective. (Since Command wouldn't know for sure that any would actually show up, they're not fixed pre-launch objectives such as Protecting the 3 vessels are.)
**Edit - And to answer the awarding of medals question: There's nothing in the mission file or campaign file that suggests any medals at any difficulty level.

Well then personally I wouldn't want to see any recommendations- at most, maybe something that told you to try, but let you know it's not required.
