Title: Freeware OGG and FLAC tagging utility?

I'm looking for a tagger, that doesn't require a ton of extra libraries to be installed just for the program to function, something along the lines of ID3tag-IT, but specifically for OGG files and FLAC files.  I'm just a little anal about things, and would like the files properly tagged that are going into our project.  When I search for taggers like this, I get a plethora of MP3 taggers, and most of them require me to pay for them after some time.  Anyone know of any good OGG and FLAC file taggers?
