Title: Making Smilies?

I've always wondered, how do you go about making them?  Is there a freeware program out there for it?

I've Googled "Making Smilies" and I didn't come up with anything relevant; although I did find this:

You can make smileys in plain old Paint.

I should have said this in my first post...Curse my sickness...

After I make them, I want to use them in my posts.  Is there anything special I need to do that?  Or can I just insert them as an image?
