Hi,
I've just installed FS2 Open with the Jave-Installer and got some Problems.
1. I don't see anything on the Radar. It's there but no Ships are viewed - hostile and friendly.
2. I can't choose my weapons. The primary weapons are combined and the secondary weapons are used from top to bottom but I'm not able to change this.
3. All texts (briefing etc.) are in German. I had installed the German original FS2 some time ago but already uninstalled. How can I get the English texts?
Please help me.

1) Maybe it's because of the mission you're playing, or the radar range(it would be weird, anyways);
2) Strange...try to select "Reset" during the briefing, weapon loadout;
3) This one is strange, too. I don't know.

My guess on 3) is that the old install left a registry setting behind, telling it what language to use, and it's going by that. Wouldn't have that issue on other platforms, but the windows version still uses the registry.

Hmm, try setting your radar range to infinite... look in your options (F2) under Control Config button, prolly under "Targeting" or "Misc" - look for change radar range key.
For registry, it is HKEY_LOCAL_MACHINE\SOFTWARE\Volition\FreeSpace2 (use Start-Run regedit; DO NOT CHANGE ANYTHING UNLESS YOU ARE SURE WHAT YOU ARE DOING!!! YOU CAN DESTROY YOUR WINDOWS INSTALLATION!! [ie, don't fool with anything except for that key... changes are immediate; no saving. The only thing that might save your butt if you fooled with something else is System Restore Point in ME / XP / higher)

err, immediate changes is not always true. You may need to reboot your computer in some cases.

Another possible explanation is connected to the mods that you're using...if there are corrupted VPs, for example...

I changed the Language in the Registry to English and that semms to have solved the other Problems, too. :-)
