If all you want to do is look, then something like GIMP or Irfanview should set you right - both free, both capable of opening the FS2 screenies (which I are TGAs, I think?).

What about Adobe Photo Shop CS2? I have it but can't find it at the moment.

Overkill if all you want to do is look, but perfectly capable.

If you want to look, the gimp is also overkill.

http://www.download.com/IrfanView/3000-2192-10021962.html?part=dl-IrfanView&subj=dl&tag=button

Irfanview is my favorite, Gimp and PS both take like 10 seconds to load and it's just not worth it to look at one screenshot at a time.
