Title: Can;t use launcher and cannot download openal.

I used the open installer and then went to use the launcher to get an illegal operation.  So I read that you need to download openal.  The official website's file starts to download and stops between 9-12% and freezes.  There doesn't seem to be any mirrors of this file on the internet.  I am using windows xp.  Any suggestions?

http://fs2source.warpcore.org/exes/latest/oalinst.exe

That should be close to the newest version (last updated late March), if not the newest.
