It would appear so, as BtRL has numerous .ogg files in their demo.  The file I looked at is stereo, 44kHz, 256kbps Vorbis audio.  Try to match that with your audio converter.  I hope you're using something decent like BeSweet or something.

hmm. it would seem I would have to edit the sounds tbl. is there any sound.tbm?

Not according to the wiki.  Probably due to the way that it has to have the sounds indexed.  Just copy and overwrite it is probably your only choice.
