What I'm really curious about is why Britain is cutting scientific spending, too. They aren't fighting (the bulk of) a War on Terrorism.

Because science isn't sexy. You get more votes by putting the money into short-term measures that look good in the media than into things that take decades to deliver real results, even if the latter is the better pick. Maybe I'm a cynic, but that's my read on it.
