The general torrent population hasn't picked up on it, apparently.
Try uTorrent, you can encrypt traffic, thus bypassing throttling.

That will soon change with the iPhone. Some guy figured out how to make his work with other carriers, and posted the instructions on the net. They're gone now, but chances are they're buried somewhere.
