the one on fsmods doesn't... uhhh... i can't figure this out...

Please clarify. As far as I know, it's just a "Run, click Next, click Next, click Next..., click Finish, enjoy" type of thing.

This one (http://www.hard-light.net/forums/index.php/topic,51780.0.html), on the other hand, is an installer for the 3.4 (the .exe flie extension should tip you off). Link taken from the 3.4 Final release thread.

You can download stuff with lower transfer rates. You just have to wait a bit longer. Or you can try the other mirrors in the release thread (http://www.hard-light.net/forums/index.php/topic,51780.0.html).

I installed Vista 64 bit, will it install the same?

It'll install the same, but you may (slim chance) encounter problems running it.
