hey i have some basic experience with making mods, i have done the stuff with other games but for some reason i just can figure out how to mod fs 1. i can make new lvls and what not but can't make new ships, mod weapons or anything like that. what programms do i need and were are the files that i should be opening for modding

You need ModelView or PCS2 to make the ships playable.
And unless you have a specific reason for modding Retail FS1, I'd use FSPort.

i got to use fs1 cuz fs port don't work on my comp =/

If you mean you've downloaded all the necessary FSPort files, create a subfolder called fsport to your \freespace2\ folder. Then, palce all the FSPort files to that folder. Next, open the Launcher, open the MOD tab, select the fsport folder as a mod, click Apply and Run.
That is, if you're playing FSO. If you're playing retail FS2, you'll have to place the files to the \freespace2\ folder itself. And when you're done and want to play FS2 again, you'll have to remove the FSPort files from the folder.

witch brings me back to my original question. onces i make a ship how do i install it into fs?

Which brings us back to the current dilemma. Evolve to FS2/FSO. Use Turey's FSO Installer (link in my signature and at the top of the page). It'll get you everything you need quite easily.

i have tried that and it ends up saying i have to use the launcher to set it up then sais it can't open it and when i open it p manualy it sais that it's missing something and shuts down...so i deleted it a wile back

OpenAL32.dll? That is one of the things that has been answered in, oh, so many places around HLP. You'll need to install OpenAL (link in my signature).

Install OpenAL, and then use the file Launcher.EXE.
