Title: Correct dds dxt transparency settings plox.

For weapon effects, i'm getting black boxes.

Simple question, hopefully a simple answer. DXT3 is that right? and i dont need to apply transparency to the image, FS will do that with black right?

DXT1c / u888 for additive blending (that is no alpha in use). DXT5 / u8888 for alpha blending. DXT3 can iirc be used for things like cockpit glass effects etc.

No.  From what I have heard, these effects have no alpha channels (eg. they should be blended additively).  So DXT1 is the best choice.
