I see them included in the vp file. The images are JPG, and specified in the missions as a custom loading background. But in-game they can't be seen- the game loads the default or mediavp load screen. Why is that?

Unspecified file extension in the mission?
Wrong image size?
Jpg format unsuported for the interface?

Hmm. What image file types did the game engine support? I seem to remember some of the loading screens working. But not nearly all of them.

Yeah that drove me crazy (http://www.hard-light.net/forums/index.php/topic,49857.0.html). I had them showing when they were extracted in my /data/ folder (in the /missions/ folder, though it didn't really seem to matter where they were placed)
Although I can't remember if I ever tried it as pcx or not...

Someone forgot to add *.jpg files to the acceptable extensions to files in the "interface" subdirectory.

Dunno if I'm late or if I happened to use the most difficult method regarding this issue, but I rudely converted the .jpg loading screens to .tgas. Available here (http://koti.mbnet.fi/reiler/FunkyFreeSpaceStuff/00-bploadingscreens.zip).
At least they work on my end.
