I don't speak about cutscenes, just about in-scene videos:
Is there a program that can record a game sequence ?

Hold a microphone up to the speakers and take a screenshot 32 times a second. :o

There is. Just hold down F12 key. You will then have pictures in your FS2 folder. Use a video editing program to link them up and voila! bah...just I don't know if the video runs correctly then.
A really good video editing program is Multiquence, and for sound Goldwave. You should find them from www.goldwave.com (http://www.goldwave.com)

you may laugh but on a single system this is best method , using a web cam can be ok as well

...with a bit of tweaking,you will be able to record any directx game. :) anyway, not at a 1024x768 resolution...
