I'm trying to install FS2 over a fresh install of the GOG version of FS2 retail. The installer freezes at the same point each time I try to download, stopping while trying to download mv_textures.vp. Is there an issue with the server? Is there something I need to do to kick it back up and running? Am I just retarded? Should I manually set everything up like we all did years ago and just let the installer grab campaigns? Unconfuse me please.

Indeed you should install FSO manually if the Installer persistently freezes. You'll get all the latest trustworthy stuff needed for FSO behind the link. Excluding campaigns and mods, of course.
