Honest opinions please. Who would like this mod to have voice acting? I would personally, even though I know it might take twice as long (maybe longer.) You don't need to comment on this, but idea's would be nice. :)

Modelling, Texturing, Tabling, FREDding . . . voice acting is pretty far along down the line in importance in my opinion.

More like "have something you can polish before attempting to polish it", but yeah.
Voice acting comes LAST.

Probably should have gone in the Voice Acting board, since we have one. I agree that it's a bit early to look for voice actors, but for a slightly more specific reason. It's not just that you have nothing to voice act, but effectively you're asking us to commit to something several months or even years before you'll have dialog that you need voice acted.
As for comm chatter stuff-- like the automatic messages your wingmen and command send-- that is a tad more practical, but I still think it should wait a bit.
How far along is this anyway? Where is the mod's discussion thread (or forum, if you've got your own forum somewhere)?

No, or at least not immediately. There seems to be a trend among mod makers recently to get each and every new project voiced right off the bat, which I see as very bad practice. With precious few exceptions (*looks lovingly at ST:R*), voiceacting isn't required in the least to play through a new campaign; there were many projects released in the days of 56k modems that wouldn't have dreamed of releasing a voice package. And the process of trying to arrange and coordinate multiple people into recording lines is something that can take months; on top of that, there aren't a whole lot of people in the community who are willing/able to do it. Voiceacting for a campaign can be compared to icing on a cake; you need to make the cake first before you can concern yourself with decorating it. Take your time, work on the project, get everything finished up, and then worry about trying to possibly get some actors together.

Make the project, make it well, release it, polish it, and then re-release with voice acting.

I think the public has spoken. For now I guess voice acting isn't an option, but I may or may not chose to do it after the mod is released (which I hope will happen in my lifetime.)
