Ok, I have my nice little test model, all named up, and from the keyframe editor, it looks glued properly. I compile it with PCS, my normals look just fine for the turret, and all is peachy. I save the pof, open it up in modelview, and go to the 'subobjects' menu, select 'Turret01-Arms' and the whole model is still there...
also, when I go to 'rotate objects' nothing happens. Well, something does happen, and that is the gunpoint rotates, nothing else.

Lights don't need to be glued to the turret base if you're talking about a rotating turret.
You don't even necessarily need lights to make it work if your turret has more than 1 barrel. Just glue the barrel objects together as siblings, and glue that combo to the base as a child.
Also, lights don't dictate the position of rotation. It's the axes position of the objects. This just happens to come out as the same result if you glue a light and an object in right order. But if you do it in the wrong order, it doesn't.

is the model textured, there is a bug in MV that causes it to render everything that is untextured always

no textures, just a cube with a turret that I am trying to get to work on it....
Oh, Codedog, that model you sent me isn't named properly for PCSs autoturret, just thought I'd tell you...
