What's this sexp meant for (and other related-sounding things, e.g. ship-untargetable-as-bomb, and I think some initial status or misc flags)?
I have a guess (from reading the wiki entry on it), that maybe things that are like bombers but only in certain situations (i.e. not specifiable as a ship type) would use it so you could target them like you can target bombers (provided there are no bombs-in-flight),
but I'm not sure, so I'm asking for clarification.
Also, are there any mods which use it?

I think it's so that it's easy to target kamikazes.

Basically as things stand now if you press the B key the game will target any bombs in flight. If no bombs are in flight it will target bombers. If the ship-targetable-as-bomb SEXP/Ship flag is used the ship is treated like a bomber for this purpose.

Ah, cool.
/me reminisces about the days of FS1, when pressing B wouldn't target bombers, and (iirc) R wouldn't target specific turrets
-
IIRC B does target bombs, or maybe that's the Port, I can't remember.
-
He said bombers. Yes, 'B' has always targeted bombs.
-
auto subsystem targeting always bothers me :\

Yeah I'll admit, it would be nice sometimes if you could just target the ship and not a particular turret/subsystem by default.
