Okay, so I got curious and the wiki doesn't help. So besides being an overarching continuity linking Aftermath (haven't played), Derelict (excellent), Twilight (makes no sense and has really bad dialogue), Warzone (good), and Blackwater Operations (unreleased), what's it about?
-
It's just another fanmade continuity. According to the members of the BWO team, we will find many references to the other CE campaigns (mostly Warzone and Derelict, I think) in Blackwater Operations.
About Aftermath - I suggest to look forward to the FSCRP upgrade. :)

I couldn't figure out how Twilight fit into the Cold Element continuity either.

Actually, Twilight didn't make sense in terms of "Hey look, we're having a lot of intepersonal drama with the officers that makes no sense, and while we're at it, we're running a ship that has a normal crew complement of 10,000 on 20% crew strength for no reason whatsoever!" I don't see how it fits into the CE continuity either, but then I don't see how Derelict and Warzone do for that matter. Considering the huge impact the events of both campaigns had on the GTVA, you'd think whichever one came second chronologically (Derelict is stated to happen five years after Capella, while Warzone doesn't specify) would reference the events of the other. My complaint with Twilight isn't that it doesn't fit with CE, but rather that the story makes no sense on it's own, even without trying to make it fit into an overarching plot.

Please note that you're going to find some references to those campaigns in BWO.
-
You already said that, my friend.

I mean references, only, and not actually episodes or events that actively connect the various plots. I read that we might see Warzone's GTD Warlock in Blackwater Operations (despite the differences between those campaigns).
Oh, there was another GTD Warlock in Aftermath (Orion-class, not Hecate).
