Title: FRED Design Articles

Partially a template proposal, and partially seeking approval from the Hive Mind before I go and change things around.

We have a number of articles on campaign or mission design on the wiki that should probably be shuffled off into a little group of their own. They're also rather buried and we might perhaps want to give them greater visiblity. A template or category of their own with a front-page link?

Template, sure. Category, definitely.

And visibility improvements sound good to me.
