No, they can't shoot for **** because they graduated from the Imperial Stormtrooper Marksmanship Academy (http://tvtropes.org/pmwiki/pmwiki.php/Main/ImperialStormtrooperMarksmanshipAcademy).  I'm guessing this is where it is.
