I keep getting errors in the atioglxx.dll file when I run FS2.  My graphics card is a Radeon Xpress 200, an integrated motherboard card.  I followed all the recommendations on how to fix this problem with no success.  I downloaded Catalyst 9.3, but as I examined the files, the format has changed, rendering the newer version incompatible with FS2, as Catalyst 9.3 has not atioglxx.dll file within it, only a file named atioglxx_DL.  Only an older Catalyst driver (like 7.11 or older) would contain the file atioglxx.dll that would solve the problem.  The biggest problem I have is that ATI no longer makes older drivers available for download.  I looked around ATI's site for a good two hours looking for an older version of Catalyst 7.11 or earlier to no avail.  All forum links to older versions of Catalyst at ATI's website redirect to the newer one, and the link to Filefront's copy of the older files is no longer available.

In short, what I need is for someone to copy an older version of atioglxx.dll off of their own computer and send it to me via a link or something, because all other websites have failed.

Umm. You know you have to actually install the new driver as well, don't you? After the install, the new atioglxx.dll should be in Windows\system32\ .
Next thing to try would be to check the "Disable setting of Gamma" checkbox in the Launchers' Troubleshooting section.

I did install it.  Or, at least I think I did.  It shows it extracting a few things, and then brings up the red ATI logo screen on the installer, but doesn't give me any input prompts, nor does it even let me close the program without ctrl-alt-deleting, so I'm at a loss.

Your card should have been unsupported for several driver incarnations by now, check game.amd.com and try to find the 7 or 8 series of drivers.

I finally got Catalyst 9.3 to install.  It was working on installing it before, but it took an insane amount of time and the install program did not have a progress/status bar, so other than checking my system resources (which were maxed at 100%), there was no way of knowing that my graphics engine was actually installing.  The game has a lot better graphics now with less momentary freezing, but now my main problem is bumpy game playing.  The game has trouble moving at a constant speed, and rather will speed up for a moment and then slow down, only to speed up the next.  I'm not sure if this is a setting I can fix or if it's just the fact that my graphics hardware is so old, but would any of you have any ideas?

Don't disable VSync. Under features, make sure the box is not checked.
