are they just different terms for specular maps and glow/luminance maps?

Shinemaps are specular maps.
Glowmaps are maps which are not affected by lighting and are overlayed on diffuse maps.
Glowpoints are simply points of light. They are usually small bitmaps.

Additionally, glowpoints are usually added in PCS2. Don't bother about them while modelling.
For a good example of glowpoints, take a look at the flickering Orion runway lights.

Unless you do something really simple, adding glowpoints while your in your favorite 3d program can be most useful (after you've finished the model)

I'm assuming you need to set the timings of uh glowpoints afterwards Scoob?

Unforunately yes if you use the Collada importer. The stat conversion was never implemented :(

Glowpoints can also be edited in PCS2, I actually like doing it (especially when it comes to special ships like Jumpgates), so if you need something glowpointed, I can help with it.
