Funny enough I would sit in economics class sometimes and wonder whether or not the ideas they espoused were what was best for the "Economy" or what was best for our nation, or anyone's nation for that matter.  Sure it might be best for the "Economy" to make our nation entirely serviced based and export construction to other nations, but how would we fight a war if are tanks are built in the country we are in conflict with?  It's a bit of a silly contrived example but once and a while I would have a feeling gnawing on the back of my mind that they were proposing  economics before reason.

You do realize that international students are paying tuition like everyone else, right? (Possibly even higher tuition.) These documents are just telling employers what they need to know about hiring international students in case they were somehow misinformed about their employment eligibility. Once again, Slashdot upholds its title as the most efficient facilitator of misinformed rage masturbation on the internet.

Yeah, pretty much.  I raised my eyebrows a bit at seeing my alma mater (Delaware) on there, but after actually reading their "pitch," it was more of a how-to manual and FAQ about hiring international students than anything else.  It certainly didn't say, "Don't hire our own students, because those foreigners are cheaper."

It's true, at many foreign universities you can get students who are just as qualified but usually aren't weighed down by the massive tuition burdens american students are. Take for example the University of Tokyo, one of the top 20 univerities in the world, and the annual tuition is only ~$6,000. Under circumstances like that, why would anyone hire an american student, who often has several times that amount which leads to crushing amounts of debt from student loans?

I'm not so sure they were referring to foreign students in the US, I think maybe they were referring to foreign students studying in their own countries.

EDIT: I'll also add that the international students who study in america generally don't pay their own way, either their families pay for it upfront or, in the case of many students from developing countries, they got scholarships (either from their country's government or the university). Either way they don't normally go into debt to pay it off, leaving them with a huge advantage over their american counterparts.
