Yes, but I also think just making sticky titles larger and flash obnoxious colors would do it too.

That would also be less annoying for people who don't have a problem and might actually want to help people who do.

Possibly not flashing colours, but larger text and a different colour might help.

It could link to a thread, yes, but the purpose of the demonstration was simply to show the link itself. a <div> with position:fixed and 100% height/width will cover the entire screen. You can then stick in whatever crazy message you want and thus force people to click on a link to some forum rules thread.

If I were to ever implement this, I'd implement a do-it-once system and only make it apply to new members, so you only had giant text screaming at you to click a link once.
