"If you had a cubic metre of lunar soil, you could squeeze it and get out a litre of water," explained US moon researcher Larry Taylor.

Well I know that American spacecraft were involved but I bet a few people at NASA are grumbling about beginners luck given that the first probe the Indians send is the one that actually found proof. :p

Wow, a litre of water per cubic meter?  That's significantly more than I would have expected up there.
(well, then again, a cubic meter is a sizable chunk of material)

True, but how do we know terrestrial bacteria haven't already arrived though the many crewed and non-crewed missions already made?

Mostly because such bacteria is very specialized, and wouldn't have survived the trip, or for that matter the storage before the trip.

There's imaginably been countless discussions pertaining to how celestial bodies are "seeded" with bacteria through smaller celestial bodies crashing into them. Given that case, it's possible the Earth gains new life forms on an... perhaps irregular basis. Such postulates have also went on to explain that is is perhaps how new diseases enter the environment.
