Is it posible to raise or drop the shields in fs2 whit out altering the source code?

You mean like set shield strenght to 0 and then back up again?
This was done in one of the training missions.

Yep. You can even control which quadrant you take down.

You could try setting a repeat count to the SEXP, then make the SEXP become false when you want the shields back up. And it might be an idea to also set the shields to 100 when they do come back up, if you are doing the kinda thing I think u r doing (http://dynamic.gamespy.com/~freespace/ubb/noncgi/smile.gif)

Is there a "remove shields" SEXP?
To make it more interesting, you could have each quadrant go down separately, and set the repeat counts differently, so that it looks like the shields are fluctuating very unstably.
