Where and how I can modify interface to move loading bar at the bottom of the screen ?

You can't. The location of that (and every other 2D interface element) is hardcoded.

any chance of a 3.6.13/14 solution? or does it sit in one of the send coders insane sections

Probably not. It requires a complete rewrite of the 2D UI system, which takes time.
That being said, now that 3.6.12 RC1 is out, you could conceivably replace 2_loading.ani with an EFF. If you use tga or png (any format that preserves transparency) and add an appropriate amount of transparent "headspace" to the composite frames, it should appear like you want it too.

However, Scroll uses the attached files for the loading animation, which is much less obtrusive.
Also, moving the loading animation wouldn't require a complete rewrite; a stopgap solution could be implemented quite easily. The main problem is where to specify the loading location (mission, table, etc.) and how to switch between standard and dynamic locations.
