Using show-subtitle-image you can deliver stimuli at durations below the liminal threshold. These can influence all manner of cognitive processes.
I know I'll be flashing 'awesome' and 'win' and 'money' for 10ms every second.

That means, i can place a couple of ships in a mission, group them in waves, set the number of waves to something like 99.
Give them simple attackorders and make a random Warhol-esk background and let those ships send messages like "the pie is lie",
"we are under a tack", "don't cry for me Aquitaine", "lulz", "owned" and "i wuuuuv fishies".
Save this mission under 25 different names, add them to a campaignfile and everyone who plays this will say:
Bestest campaign evar!!!!1!
if i add those subliminal messages. :P

Question is, can your PC render frames below the liminal threshold? Mine has trouble going over 45fps at times (granted, I usually have a bunch of crap running in the background, including Firefox and FRED).
An image flashing on the screen when frames are at 45-60fps would be very annoying, but not beneath the liminal threshold AFAIK. Of course, if you're hardcore and play without any mediavps or anything, the fps could get way up there... in fact, I feel like doing some benchmarking...

One frame at 60 fps is about 16 milliseconds (if I did the math right.) You probably can't actually get true subliminal stuff in here, but you could still prime people with stimuli too fast to consciously recognize.

Which means a standard LCD will be skipping quite a few of these little messages. :P

Wait, for serious? Could you really influence the player with stuff like this? I am highly intrigued.
Could I instill a feeling of GAR righteous fury in the player??

I can see it now. Someone will make a mission with that one Vasudian pic I dare not show flashing once every 60 frames until everyone goes blind.
