Title: Why Delenda Est First Checkpoint is Wonky

Diagnosis complete. Patch in progress.

Players who called the checkpoint in very rapidly would trigger it just as the Indus was warping in. When the Indus was teleported to its new 'saved' coordinates, it would still be moving very rapidly, and thus coast in towards the Carthage - getting perilously close to the Strike 2 arrival threshold. This is why Strike 2 appeared to arrive at random intervals upon checkpoint load - you were just toooo fast.

Now installing inertial dampers on Checkpoint 1.
