Title: Small (?) Feature request

Is it possible to have a "minimum speed" defined in the TBLs for ships? I.e. when you hit backspace it will only go as low as that speed? I figure it's a good temporary work around for stalls and atmospheric stuff.

I actually was thinking about implementing something like this for a while. I'll probably will get around to it when I have time.
