This is directed to the admin as it seems some of the boards have permission issues. As you probably have found out the hard way, limiting certain members to posting in certain areas can be quite the pain. That's why they have membergroup options. The moderator membergroup in SMF is severely limited in options...you're better off not using it. By creating new membergroups, especially a new one for moderators, you will get the checkmark options for the new membergroups when you configure access control of the boards. And yes, you can assign more than one membergroup to users.

Well, the permissions were screwed up on the announcements section. I mean, I did make a topic in there that had to be moved here. So I thought you guys were having trouble setting the right permissions because of membergroup issues. So I was giving you advice on how to manage permissions easier, aka, creating new membergroups and ditching the severely function-limited moderators membergroup. Just things that I learned when I was running my own forum.

Yeah, pretty much. The Announcements forum wasn't "screwed up"; it was treated exactly the same way as any normal public board because I forgot to give it its own custom profile. That has been done as of yesterday.
