1) Can you add some download links to the 3.6.13 changelog thread? I'd like to try the new build as it goes?
2) Can you make an update download? I mean just add the changed/upgraded files to a .7z files to have a smaller download for those that have 3.6.12 already?

3.6.13 hasn't been released yet (in fact it never will - the release will be 3.6.14, 3.6.13 is just the numbering for the development branch) which is why there's no single download, and because the entire executable is one file, there's no way to build an update download. Because the executables are so small, a few MB, you don't really need to worry about download size anyway.
However, if you'd like to test 3.6.13, go to the Nightly Builds forum and download those. You can see a log of what's changed on each new nightly in the thread for the nightly (it'll also contain download links for that nightly.) Just be aware that the nightlies are more likely to have bugs.

Code changes can be seen HERE (http://svn.icculus.org/fs2open/), though I find that often when you try to see the full description of an update, it will repeatedly give you a blank screen. You have to retry the link a few times before it will show anything. Subsequent uses of that link will work during that same session.

Specifically /trunk/fs2_open (http://svn.icculus.org/fs2open/trunk/fs2_open/) is where you will find the changes that correspond with 3.6.13.
If you want the full changelog you will need to download SVN or ToritiseSVN to view it. ViewVC makes is awkward to get more that the last 50 or so revisions (this is the last month's worth (http://svn.icculus.org/fs2open/trunk/fs2_open/?view=query&dir=&file=&file_match=exact&who=&who_match=exact&querysort=date&hours=2&date=month&mindate=&maxdate=&limit_changes=1)).
In case you are talking about updated versions of the source code and not the binaries, instructions on getting the updated code can be found this forum under bootstrapping (http://www.hard-light.net/forums/index.php?topic=46261.0).

Thanks for such complete info.
BTW, I use the SSE2r version and is all OK, and I just realize all files in the 6.3.12 realease are .exe so disregard my suggestion for it, BUT please take it into account on the larger files: fsport3_2-complete.7z is 1099MB, MV_Maximum_3612.7z is 508MB, etc, my download speed is 20KB/s or 70.3MB/hr. Is not a big deal, but is also smart not to re-download files unnecessarily.

Uhm, what?
3.6.13 has nothing to do with FSPort or the MediaVPs.
The 3.6.13 developmental changes are what the nightlies are for, they're experimental builds if you will that are to allow for bug-testing.
The MediaVPs, and FSPort are Mods that add information (mostly graphics) to allow the game to do different things.
You don't have to re-download those files to 're-download' the nightlies.

Great, that's what I'm writing about, only download new content to add to the existing one, for those of us who have already downloaded some version of the mods.
I don't mind to download big files, as long as they're new content/improvements.

It won't work like that for the 3.6.14 MVPs, though - they'll probably be a completely fresh download. The MVPs are dependency hell enough as it is.
Maybe if we had something like Desura up and running...
