Title: Return of the transparency issues / Black Boxes

Greetings!

I am aware that the following appears to be a known problem  ("Black boxes around effects." in the FAQ), but now that I have tried every suggestion I have found on the forums, I think it best to simply ask whether there is something I am unaware of. Anyway, here  the setup:

The Problem:
Around Shield effects and small "sparks" (i.e. direct hit effects and fire trails), I see black boxes. All other effects, like explosions and other kinds of sparks, appear to be unaffected.
In addition, backgrounds appear to be only rendered with a lower color depth (16bit). This may be by design, but I do not remember this being the case the last time I used FS2Open a long time ago on a much older computer.

My System:
OS: Windows 7 Ultimate x64
CPU: Intel Core i7 860 / 2.8 GHz
RAM: 8 GB DDR3
GPU: ATI Radeon HD 5770
Version of FS2Open: 3.6.12 Inferno (release version)
MediaVP versions used: 3.6.12, 3.6.10, 3.6.5 (neither works better than the other)
Launcher config: All Features On, although the problem ALSO occurs with all features off.

I'd appreciate any help on the issue and apologize if I should have missed any obvious solutions.

Debug log please! That will give us key information to help sort it out.

Instructions for generating a fs2_open.log can be found in that FAQ.

Err, where did you find 3.6.5?

Launcher config: All Features On, although the problem ALSO occurs with all features off.
Well, you definitely shouldn't have every single feature ticked from the Launcher.
