C'mon, let's not torture the guy. Well Dark Hunter, I think perhaps...Isa herself is the mask. 'cept the eyes which gives away her true self. But hey, Char's mask was empty white too...!

Char is an important character in the universal century universe of Gundam. In particular the original "Mobilesuit Gundam" series, Zeta Gundam, the movie Char's counterattack (big surprise) and Gundam Unicorn, though he did go through a variety of names, but then Char isn't his real name either. I'll refrain from saying any more in case you want to watch for yourself (or just read it up on a variety of wikis and fanpages) to avoid spoiling things.
Oh and as was mentioned before, most of the time he wears a mask (though not in Zeta). He's also a top ace pilot, up to the point that he barely bothers to put a pilots suit on even when flying in space and he's the source of the "red goes three times faster" trope, due to his preferane of tuned red mobile suits (again with Zeta Gundam series being the exception, were he pilots a golden suit).
And while he has rare moment of compassion, he's mostly a stone cold killer.... at least on the battlefield.

I didn't, but then again, I've never watched Gundam besides a bit of Gundam Wing.

Beyond the "red is three times faster" thing, he spawned another meme in which virtually every Gundam series has had someone who acts a lot like him. Thanks to a bit of hilarious Engrish in the original series ("Captain Quattro, he is a CHAR!"), these "Char clone" characters are often referred to as "a CHAR".
For example, Zechs Marquise is Wing's Char clone.

This is actually topical.
During one of the UC Gundam series, there was an unmasked Char running around as part of the AUEG or whatever the hell the good guys of the series were called. (Zeta I think.) This is not explicitly spelled out anywhere, except one.
In the Japanese version, there is at one point a character writing a letter. In broken English. Prominently seen on screen is the phrase "Lieutenant Quattro, he is A CHAR". This has developed into a memetic contagion for Gundam, in which any season's designated Char clone must be referred to as "A CHAR".
And since it was first used for Char in a maskless phase, screw you guys who said she doesn't have a mask!

Because WoD needs a designated Char clone, mainly. It's just the sort of project it is. If you have a better one, we'd love to see it.
Also, so far her replies have demonstrated the correct personality traits.

...well...Char wasn't red-eyed...so...well, doesn't matter.

The term is "androgynous", and it applies to all the Innovades (well, except Anew, I suppose).

I though the Dude that went insane-bushido vengeance on the Exia was 00's Char clone? He even pulled a mask out of his ass in an episode of the second season.

Just using a different name and a mask isn't going to get him closer to Char in terms of character. And neither is Ribbons close. Ribbons simply wanted to controll it all and Graham was ever the noble warrior, even to the point of refusing to participate in battles that went against his sense of honor (with the excuse of it "not amusing him", like not destroying the overloaded and thus helpless 00 Gundam during Major Lynts "lesson" to Mankin).
While Char did oppose the gassing of colonies in Zeta, he was trying to bomb the Earth into an ice age during Char's Counterattack.
Char and Zechs on the other hand had the whole thing going for them with their family/country being peacefull, but being destroyed by others, which they try to infiltrate to exact revenge. And Le Kluze is just plain nuts and trying to destroy mankind.... which by itself is a departure from the Char type by itself I guess.
