...To discuss various audio programs. Being a poor college chap, I happen to prefer free, open source software.
And to that extent, there's some really great free artistic programs out there for the visual spectrum as well (I'd recommend checking SourceForge first and foremost). Certainly, most of us have heard of GIMP, and a good fraction of us have probably used it at some point. I wasn't terribly happy with GIMP's paths last time I used them, however. Now, granted, I'm not well versed in the software, either, but I've wanted a proper vector graphics program for some time - I can abuse AC3D for that purpose, but it's just not the same. And on this note, I'd like to point out Inkscape (http://inkscape.org/). ...Which is not only free, but extremely easy to use. The program includes a tutorial set to inform the user of the program's base functions, making introducing oneself to the software very simple indeed.
There's my bit for the time being - that said, feel free to discuss any free or paid-for software that comes to mind with respect to visual art. :)

paint.net. Best image manipulator for windows, if you are one of the people (like me) for whom GIMP is too powerful in most cases.

I've heard that Irfanview does a good job at basic image manipulation, or at least conversion, too.

conversion wise? yes. and batch processing of simple stuff. anything more involved and you're **** outta luck
