If you give credit to the author, then you can use any fan-made mod.

Once it's been used in a released I really think that you don't have to ask, only give credit where due.

There are a couple exceptions to this (e.g., TBP), but by and large this is the case. Just be certain to acknowledge everyone who contributed to resources you are using, as not doing this is the best way of pissing people off short of calling your campaign "FreeSpace 3". :p

Especially calling it FreeSpace 3 since we finally have that now and it would be blatant plagiarism. ;)
