Title: Is Slow-Motion possible?

In debug you can manually slow down the game speed to less than 1. Can this be done through SEXPs in normal FSO?

Yes, check under the cutscene sexps, the ones called set-time-compression and reset.

So it can only occur within a cutscene?

Well no since some of the sexp within the cutscene section can be use with player control with its normal view.

Transcend used these sexps to great effect in its (next to) last mission
