Found this, you play vs. computer... novice or advanced, advanced takes 200,000 previous people's playing habits and uses them vs. you. Novice, computer is learning vs. just you as its experience.

I threw the computer for a loop by playing what it predicted I would play on the previous hand.
It totally worked, until I got caught in an infinite rock loop. :( Fuuuuuuuuuu

Nash equilibrium is ⅓ ⅓ ⅓, aka random. If we knew the algorithm of the computer we could do better than Nash, but hey, it's rock paper scissors, who cares?
