Whenever i try to load the mod within the launcher ig ot this especific error.

obs: If im doing something wrong, just say so, im new on the forum but i play Freespace 2 for quite a long time (i never passed the Sathanas mission on original campaign).

You're using a .12 build. BP2 requires a .14 build (http://www.hard-light.net/forums/index.php?topic=81804.0) or a recent trunk build.

So, you´re saying that the BP2 relies on a Release Candidate?

BP relies on recent code. .12 was AGES ago. And it's not BP's fault if the .14 Release Candidate process is taking... longer than anticipated :p
The current version of BP was actually released before the Release Candidate process started, and recommended builds were nightly builds. But the nightly build process was suspended in favour of .14 RC, and those are the ones you're supposed to use now.

I see....well, after installing the .14 build it worked very smooth, but it has no voice acting like BP1. Is this normal or i did something wrong?

It is normal. Voice acting effort has been in progress since the first WiH release, but there are so many characters and so many lines, it is a huge endeavour.

HUmmm, i think it takes some of the experience of the mod.
The voice acting on BP1 was one of the strongest points alongside with the story.
I can only wait untill they finish. D:

Blue Planet WiH was built depending on features introduced during the 3.6.13-14 cycle and at the point they were ready to release 3.6.14 stable was questionable when it would be released due to SCP's voluntary nature and a number of bug fixess and features yet to be completed on the to-do list so the team had 2 choices, first was to release then while there was still plenty of community hype from AoA and deal with the occasional thread like this or wait potentially years for 3.6.14 stable to be released.
