Title: Universal truth, working as intended?

I opened the mission on fred and noticed that at the start of the mission there's a cutscene, now... one of the events triggers a 2000% time compression so the whole thing happens in a flash while faded out.

Is this intended and if so... what was the point of putting it there in the first place?
