I want to mock you for thinking that you know more about explosive hazards than the EPA but I really don't even know where to start.

How about you stop acting as if you are a moderator. If you think that a post has gone over the line, report it using the "Report to Moderator" function.
I guess the EPA guys slept on their chemistry lessons. Any quantity of ammonium nitrate = explosion risk. If mishandled, this stuff will go up in flames. It's not as bad as nitroglycerin, but it's also not C4 (which needs an electric spark to explode and thus pretty safe as far as explosives go).
Criticizing an agency based on a short blurb in a news report somewhere is stupid. You're extrapolating information from an unreliable and far too abridged source.

not really as that button is for any post which offends and or breaches forum rules, then it is the job of the responding mod or admin to review the situation and act occordingly

No. Appropriate tool for the job. From the Forum Conduct guidelines:
- In the event of any problems regarding another forum members posts, please make use of the "report post" function and state clearly in the "Comments" field if you would prefer us to clean certain posts or just lock or remove the whole thread. We will look into the matter from there. If the post is inflammatory, please do not respond and make the situation worse.
It is not your job to act as a moral guardian for this forum, in fact, that sort of behaviour is highly obnoxious and will usually just get you ignored.
This is the final word on this tangent. Any further discussion of this will be split out and locked.

I don't know... it seems wrong to use it for something like this. I don't really like the idea of a button anyway. I'd rather make a written complaint if I was going to complain at all. Or can you write something? I've never used it before.
And I'd also prefer to talk to the person first anyway, there might be no need for mods at all.
