Does anyone know of any CAP SHIP that fires CAP SHIP missiles for download and is complete???

Bobboau's GTMF Andromeda fires Exocets. It's kind of buggy though.

Bobboau also has a sort of subspace submarine cruiser that fires missiles.  I bet he'd be happy to let someone feature that somewhere.

In my Mod, the Vlanetar mod (http://ericksatire.fcpages.com/vlanetar.html)
I added a missile cruiser and a bunch of capship missiles.
You can download the mod and copy the new weapons from my weapon.tbl into yours (or just use mine, with the mod, whatever you like).
