I've heard this a number of times in various campaigns. Does it mean "Long live Vasuda!"?
That would be my guess.

Idiomatically, I imagine it means the same thing, though I personally think that "For [the glory of] Vasuda" is a little more accurate.

Blaise Russel never defined what it meant. So when I created the Vasudan language reference for the Phoenix ARG, I decided to define "sa" as the ameliorative prefix for any noun or verb. That in turn would make the phrase "savasuda" mean "for the betterment of Vasuda", or "that Vasuda may be improved", or indeed, "for the glory of Vasuda".
Of course, that's my fanon take on Blaise Russel's fanon phrase, so you are free to use or disregard either.

Just for more information, the two campaigns I can remember (right now) hearing it in were "Shrouding The Light" and "Silent Threat: Reborn".
